BASL hails Committee Report on MCC

The Bar Association of Sri Lanka (BASL) yesterday hailed the work of the expert committee appointed to review the Millennium Challenge Corporation (MCC) Agreement, a grant by the United States of America, saying a number of concerns highlighted by the BASL regarding the compact had been recognised by the expert committee.

In the final report that was submitted last week on the MCC Agreement by the committee appointed by President Gotabaya Rajapaksa, the BASL recalled that they initially submitted their concerns on the MCC in 2019 when the signing of the Agreement appeared to be imminent. 

The concerns were submitted after an in-depth study of the MCC, the Status of Forces Agreement and the Acquisition and Cross Servicing Agreement. The concerns were addressed to former President Maithripala Sirisena and former Prime Minister Ranil Wickremesinghe. Consequent to the election of the incumbent President, the same concerns were addressed to    President Rajapaksa in November 2019. 

The BASL was invited by the review committee to submit further material on the matter. A special team consisting of many respected members of the Bar made a collective effort to contribute towards the observations of the BASL.

“We are also pleased to observe that the contents of the Committee report will be made public,” BASL President Kalinga Indatissa PC mentioned in a statement.
