The Government decided to use the sum of USD 400 million allocated to import chemical fertilisers to produce organic fertilisers locally. Accordingly, funds will be allotted to build equipment needed for manufacturing fertiliser and tasked the Engineering Corps of the Army to build the machinery at the State factory in Kolonnawa. Raw materials needed for fertiliser production such as organic waste will be obtained from Local Government institutions. 

President Gotabaya Rajapaksa has already informed relevant authorities on the steps to be taken to produce fertiliser within the country by promoting innovation at the grassroots level through the Department of Agriculture and Agrarian Service Centres. The President also informed that the deficit fertiliser will be imported ahead of time if the quantity produced locally is proven insufficient.
