The Cabinet granted approval vesting powers in the Registrar General to issue a National Identification Number to any child born in Sri Lanka.

The President, in his capacity as the Minister of Defence, released the relevant Cabinet Memorandum facilitating Sri Lankans to attend to their statutory needs easily and efficiently when obtaining services relating to birth and death by utilising a unique identification reference, in the future.

Co-Cabinet Spokesman Dr. Ramesh Pathirana stated during yesterday’s Cabinet briefing that the Registrar General’s Department is entrusted with the task of issuing Birth Certificates to any child born in Sri Lanka in accordance with the Births and Deaths Registration Act.

Whereas, according to the provisions of the Registration of Persons Act No 32 of 1968, the Department of Registration of Persons is entrusted with the authority to maintain the national individual registry as well as to register and issue National Identity Cards to Sri Lankan citizens who have completed or are about to complete 15 years.

Furthermore, under electronic transaction orders (Sri Lanka identity numbers) No. 1 of 2019, issued in accordance with the provisions of the Electronic Transactions Act No. 19 of 2006, the Department of Registration of Persons is entrusted with the authority to issue Sri Lankan Identity Numbers to all Sri Lankan citizens.
