Implementation of ‘National Single Window’ Project

The Cabinet approved the implementation of the Project ‘National Single Window’.

The proposal was presented by the Prime Minister, in his capacity as the Minister of Finance, Economic Stabilisation and National Policies.

Sri Lanka is a party to the Trade Facilitation Agreement of World Trade Organisation (WTO), which has been in force since February 2017. According to the agreement, Sri Lanka is obliged to establish and maintain a place (a Single Window) to submit documents and data required to be submitted to the authorities of the participatory trade (Import, Export and Re-shipping). A formal plan for the project has been prepared in 2018 under the auspices of the World Bank.

According to the plan, the project will be implemented in three phases. The estimated cost of the project is approximately USD 15 million and expected to secure this amount from the World Bank and other stakeholders.

Presentation of the 2021 Annual Report (Report on Final Budget)of the Ministry of Finance, Economic Stabilization and National Policies to Parliament

The Cabinet approved the presentation of the 2021 Annual Report (Report on Final Budget)of the Ministry of Finance, Economic Stabilization and National Policies to Parliament.

The proposal presented by the Prime Minister in his capacity as the Minister of Finance, Economic Stabilisation and National Policies.

According to the provisions of the Fiscal Management (Responsibility) Act (No. 3 of 2003), the Annual Report (Report on Final Budget)of the Ministry of Finance, Economic Stabilizsation and National Policies should be issued within five months after the end of the relevant financial year.

Accordingly, the annual report for the year 2021 has been published on the official website of the Ministry.

Establishment of Export-oriented Sea leech production villages along the North & East shallow seas

The Cabinet of Ministers approved the establishment of Export-oriented sea leech production villages along the North & East shallow seas.

The proposal presented by the Minister of Fisheries to expand the project by identifying 5000 acres in Jaffna, Mannar, Kilinochchi and Batticaloa Districts to establish 100 acre Sea Leech production and exporting villages and creating 1 acre sea leech cultivation farms for each 100 acre land.

Sri Lanka has been able to earn a significant amount of foreign exchange by exporting sea leeches harvested from the natural marine environment. Based on the experience gained, the National Aquaculture Development Authority of Sri Lanka has initiated a commercial sea leech cultivation project. The project is implemented with the aim of earning foreign exchange and enhancing the livelihood of fishery communities through creating sea leech breeding centres, expanding sea leech farms and establishing sea leech export production villages.

Procurement for supplying security services for the National Savings Bank

Bids have been invited following the National Competitive Bidding System to provide security services for the National Savings Bank Head Office and Branches Islandwide.

Based on the recommendation of Cabinet Appointed Standing Procurement Committee, the Cabinet of ministers approved the proposal presented by the Prime Minister in his capacity as the Minister of Finance, Economic Stabilisation and Minister to award the relevant contracts to the qualified security service providers in each category, was approved by the cabinet of Ministers

Establishment of a modern surveillance system for the activities of the Securities and Exchange Commission of Sri Lanka

The Cabinet of Ministers approved the proposal to modernse the surveillance system for the activities of the Securities and Exchange Commission of Sri Lanka by calling for proposals as a direct procurement from that Millennium IT Software (Pvt) Ltd.

The proposal was presented by the Prime Minister in his capacity as the Minister of Finance, Economic Stabilisation and National Policies.

The surveillance system currently in use by the Securities and Exchange Commission of Sri Lanka was established in 2008 and it needs to be updated to suit modern conditions. This can be funded by the World Bank-funded Financial Sector Modernisation Project. The surveillance system now in use is installed by Millennium IT Software (Pvt)Ltd.

Implementation of a mixed development project in Anuradhapura Post Office Premises

The Urban Development Authority (UDA) is planning to launch a mixed development project on the 99-perch land where the Anuradhapura Post Office is located.

The Department of Posts has agreed to release the land subject to the provision of a new post office premises to suit the present value of the land. Accordingly, the cabinet of Ministers approved the proposal made by the Minister of Urban Development and Housing to transfer the land to the Urban Settlement Development Authority as a free grant in terms of Section 6 (1) of the Government Lands Ordinance and to select a suitable investor by inviting bids under the national or international competitive bidding system to implement the proposed project.
